It is well-known that former Ministers/MPs/MLAs continue to live in government bungalows despite having lost elections. Terrorists and secessionists enjoy all the luxuries while in prison, of course with the tacit connivance of authorities.
Relatives of Ministers (Lalu Yadav's relatives are best example) with impunity break laws and enjoy untold privileges with daring audacity.
So why the fuss when Sanjay Dutt, with the fullest knowledge of the Jammu government goes to Katra in a government car? At the same time, however, (God forbid!) if Sanjay Dutt was attacked by terrorists, all blame would have been heaped on the Jammu government for not providing adequate security to Dutt!

The illegal hoardings issue hits the headlines often and vanishes into thin air. No commercial organisation is interested in hiring hoardings for daytime display only.
If the Electricity department could get a declaration from the power consumers that they would not provide power to lighting unless the hoardings are legal, and any violation would lead to disconnection, then the illegal hoardings could be eliminated.
The Electricity Act or the rules thereunder could be amended suitably. This is is the easiest way to achieve the objective, if the authorities are serious enough.
