Paris, Aug 26; Pavel Durov, the 39-year-old Franco-Russian billionaire and founder-CEO of Telegram, was arrested on August 24, 2024, at an airport north of Paris. Local media reports indicate that the arrest is linked to a lack of moderators on the messaging platform. The Russian embassy in France has requested consular access and the protection of Durov’s rights, but France has yet to engage on this matter, according to Russian state news agency TASS.
Durov’s Journey

Pavel Durov’s career in social media began with the creation of VKontakte, often referred to as the “Russian Facebook,” which he co-founded in 2006. VKontakte quickly became Russia’s largest social network but put Durov in conflict with the Russian government. In 2014, after refusing to shut down opposition communities on VKontakte, Durov sold his stake and left Russia, entering a self-imposed exile.

In 2013, Durov launched Telegram, a messaging app renowned for its focus on user privacy through encrypted messaging. Telegram has grown into a major competitor to platforms like WhatsApp, Instagram, TikTok, and WeChat, boasting hundreds of millions of users worldwide. The app aims to surpass one billion active monthly users within the next year.

Telegram’s Impact

Telegram has become particularly influential in Russia, Ukraine, and other former Soviet states, serving as a vital source of information amid the ongoing war in Ukraine. It is extensively used by both Russian and Ukrainian officials, turning it into what some analysts call a “virtual battlefield.”

Telegram Headquarters and Durov’s Citizenship

Since leaving Russia, Durov has led a nomadic lifestyle, relocating his company’s headquarters across Berlin, London, Singapore, and San Francisco before settling in Dubai. Telegram is currently headquartered in Dubai.

Durov became a French citizen in 2021 and holds citizenship in the United Arab Emirates and St. Kitts and Nevis, a dual-island nation in the Caribbean.

Ā Content Moderation Concerns

Telegram’s popularity has brought its own set of challenges. In 2018, Russia attempted to block the app after Durov refused to provide state security services access to users’ encrypted messages. Although the ban was largely ineffective, it sparked protests and criticism from NGOs. More recently, European countries, including France, have raised concerns about Telegram’s security and data privacy, leading to increased scrutiny from EU regulators who may impose stricter requirements under new online content legislation.

Durov has been vocal about his stance on freedom and privacy. In an interview with U.S. journalist Tucker Carlson in April, he stated, “I would rather be free than to take orders from anyone,” reflecting his commitment to his principles and his journey away from Russia.
