Chief Minister M.K. Stalin launched the ‘Elimai Aalumai’ (Simple Governance) scheme to streamline and expedite the delivery of key public services across Tamil Nadu.
Key Features of the Scheme:
Online Services: Ten services, including sanitation certificates, public building licenses, registration of old-age homes, and working women’s hostel licenses, will now be available online.

Quick Turnaround: Documents that previously took months will now be issued within a day, complete with QR codes for verification.
Simplified Financial Proof: Solvency certificates have been replaced by alternatives like bank statements, auditor certificates, and income tax returns.
Industrial Growth: Exemptions from Tamil Nadu Pollution Control Board permissions have been extended to 609 types of white-category industries, up from 37, to boost job creation and industrial development.
Land Use Approvals: No-objection certificates (NOCs) for converting dry land for non-agricultural purposes will be fully digitized. If not issued within 21 days, the system will auto-generate the NOC.

Conduct Certificates: Individuals, including government and PSU employees, can now apply for conduct certificates online.
Passport Applications: Government employees can apply for passports online by submitting an intimation letter to their department heads.
To implement these changes, a screening committee of senior officers has been formed to review proposals. An empowered committee, led by the Chief Secretary, will issue orders to simplify services in line with existing rules.
This initiative is part of the state’s ongoing efforts to enhance administrative efficiency and provide timely services to its citizens.
