Bengaluru, July 2: The Central Administrative Tribunal (CAT) has held Royal Challengers Bengaluru (RCB) “prima facie responsible” for the tragic stampede that took place outside M Chinnaswamy Stadium on June 4 during the team’s IPL 2025 victory celebrations.The stampede, which occurred as massive crowds gathered around MG Road and Cubbon Road, resulted in the deaths of 11 people and left several others injured. The crowd had assembled to take part in a fan parade and celebration organised by RCB to mark their maiden IPL title win.
According to CAT, RCB announced the victory parade and fan event without obtaining prior permission from the police. The information was shared on social media platforms on the morning of the event, giving police just a few hours to respond and arrange security.
The Tribunal, while hearing a petition filed by Additional Commissioner of Police Vikash Kumar Vikash—who had been suspended after the incident—observed that the RCB’s failure to coordinate with law enforcement played a central role in the chaos that followed.
“Prima facie, it appears that RCB is responsible for the gathering of about three to five lakh people. The RCB did not take the appropriate permission or consent from the Police. Suddenly, they posted on social media platforms, and as a result, the public gathered in large numbers,” the Tribunal noted.
The CAT also pointed out that the short notice left the police with no realistic chance of managing the situation effectively. “It cannot be expected from the police to make all necessary arrangements within just 12 hours. Police officers are also human beings,” the Tribunal remarked.
It further criticised the lack of planning and foresight by RCB, calling the celebrations poorly organised and dangerous, especially given the expected turnout.
The Tribunal’s remarks have intensified the debate over accountability in public events and safety arrangements, particularly when large crowds are involved.
