EU-India strategic agenda aims to boost cooperation

New Delhi, Sept 20: The new EU-India Strategic Agenda, unveiled in September, aims to strengthen shared prosperity, security, and global stability as the world faces changing geopolitical realities.
With global power shifting, Europe sees a rising India as a key partner. India can help diversify supply chains, reduce security risks, and support an open, rules-based international order. The EU, as India’s largest trading partner, offers access to advanced technology, investments, and stable markets, according to India Narrative.
Expanding security ties is a top priority. The agenda covers cooperation in crisis management, maritime security, especially in the Indian Ocean, cyber defence, intelligence sharing, and counterterrorism.
The agenda was jointly announced by European Commission President Ursula von der Leyen and EU High Representative Kaja Kallas, following talks between the Commission and the Indian government. Ratification by all 27 EU member states is required. Formal adoption is planned at the EU-India Summit in early 2026.
Free Trade Agreement negotiations aim to conclude by the end of 2025, though some issues remain complex. New dialogues are also being set up on space cooperation, mobility, and cyber matters.
The agenda raises India’s global profile as an important partner for Europe, balancing relations with Russia and China. For the EU, it shows deeper engagement in Asia beyond traditional partners.
Negotiations for a Security of Information Agreement will allow classified information sharing. There will also be more collaboration in the Indo-Pacific, with joint responses to hybrid threats and focus on countering harmful activities.
India is invited to take part in EU defence initiatives, including the Permanent Structured Cooperation (PESCO) and a new EU-India Security and Defence Partnership similar to those with Japan and South Korea.
On the economic side, the agenda includes tariff removal, regulatory alignment, and investment support. This will boost bilateral trade, innovation, and industrial collaboration, especially in high-tech and green sectors.
