Udhayanidhi submits SPC reports to CM on flagship schemes

Tamil Nadu Deputy Chief Minister Udhayanidhi Stalin, who also serves as the Ex-Officio Vice Chairman of the State Planning Commission (SPC), submitted study reports on four major flagship schemes and draft policies to Chief Minister M.K. Stalin at the State Secretariat on Monday. The reports included the impact assessment of the Kalaignar Magalir Urimai Thittam (KMUT), evaluation of the Naan Mudhalvan Scheme, a study on the state’s startup ecosystem, and draft housing and township development policies. The SPC, chaired by the Chief Minister, serves as the apex advisory body mandated to evaluate key government programmes and prepare policy drafts.

The impact assessment of the KMUT, which offers ₹1,000 per month to women household heads, surveyed over 10,000 households across the state. It revealed that the scheme significantly benefited marginalised sections, improving household food security, nutrition, and women’s empowerment. Many beneficiaries reported using the funds for medical expenses and children’s education. The study also found that the scheme elevated women’s confidence and their participation in family financial decisions, reinforcing the state’s commitment to gender equality and economic inclusion.

The Naan Mudhalvan Scheme, implemented through the Tamil Nadu Skill Development Corporation (TNSDC), was evaluated for its effectiveness between December 2024 and May 2025. The study found that over 75% of students experienced improved employability and confidence through practical training and industry-linked courses. Employers also observed stronger performance among trained graduates during the induction phase. However, the study recommended enhanced infrastructure, better transportation for rural students, digital accessibility, and trainer upskilling to bridge regional disparities and strengthen equitable access to skill development.

In the report on the startup ecosystem, titled Startup TN: Opportunities and Challenges, the SPC highlighted Tamil Nadu’s ambition to become a USD 1 trillion economy by 2030, supported by a vibrant entrepreneurial network. Ranking third nationally, Tamil Nadu’s startup policy is lauded for its inclusivity and alignment with the Dravidian Model, offering targeted support for SC/ST youth, women, trans persons, and the differently abled. The report suggested that improved awareness, simplified funding processes, and region-specific interventions could further enhance the sector’s sustainability and scalability, setting Tamil Nadu apart from peer states.

The draft Housing Policy for Rural and Urban Tamil Nadu and the Integrated Townships Development Policy aim to address the state’s growing housing demand through sustainable, inclusive, and affordable solutions. These policies envision equitable land use, innovative financing, and strong private sector participation. The proposed integrated townships will feature residential, commercial, educational, and healthcare facilities under the “walk-to-work” model, promoting self-sustained communities. The framework reflects Tamil Nadu’s broader goal of fostering balanced urban growth, reducing pollution, and ensuring dignified living standards for all citizens.
