Prime Minister Narendra Modi and Russian President Vladimir Putin have elevated their nations’ longstanding defence partnership during the 23rd India-Russia Annual Summit, shifting focus toward joint research, development, and manufacturing of advanced military technologies. This reorientation, highlighted in their joint statement, builds on decades of collaboration steered by the India-Russia Inter-Governmental Commission on Military and Military Technical Cooperation (IRIGC-M&MTC), whose 22nd meeting occurred in New Delhi.By prioritizing co-production under the Make-in-India initiative, including spare parts and components for Russian-origin equipment, both leaders aim to meet Indian Armed Forces’ needs while enabling exports to friendly nations, signaling a pragmatic evolution in strategic ties.

The summit outcomes underscore mutual commitments to regular military exchanges, joint exercises like Indra, and defence ministers’ meetings, such as the June 2025 SCO sidelines gathering in Qingdao.Defence Minister Rajnath Singh emphasized India’s ‘Aatmanirbhar Bharat’ vision for indigenous capacity building and exports, while his Russian counterpart Andrei Belousov pledged support for deepening trust-based cooperation in niche technologies. This alignment not only bolsters India’s self-reliance but also counters global supply chain disruptions, fostering joint ventures that enhance interoperability and technological sovereignty for both powers.

Beyond defence, the leaders outlined an Economic Cooperation Programme till 2030, targeting diversification in trade, connectivity, shipbuilding, energy, and critical minerals, as noted by Modi on X. Such multifaceted engagement fortifies the Special and Privileged Strategic Partnership against geopolitical headwinds, promising sustained momentum in military-technical ties. As India accelerates its defence indigenization, this Putin-Modi pact exemplifies how historical alliances can adapt to modern imperatives, securing mutual security and economic dividends well into the future.
