Swaminathan of the Madras High Court.A Bench comprising Justices Aravind Kumar and P.B. Varale heard the matter and directed notices to the Chief Secretary of Tamil Nadu, the Home Secretary, the Director General of Police, and the Commissioner of Police, Chennai.
