Chennai: With Tamilnadu Finance Minister Palanivel Thiaga Rajan getting ready to present the State Budget and holding consultations about it, Consortium of Indian Associations has sent a memorandum to him highlighting various expectations of Micro, Small and Medium Enterprises (MSMEs).
‘Let TN budget provide a means of support to those units which are not coming under the eligibility of the ECGLS scheme – which are SMA 2 and NPA accounts as on 29.2.20 and make them get regularised with a onetime loan support with a 1-year moratorium and 2 years of repayment, without interest,’ said CIA convenor K E Raghunathan, in a letter to the Minister, a copy of which was released to the media here.
‘The biggest challenge is – sourcing in small quantity by micro entrepreneurs and cartel by traders in a local area. Suggested to establish a Fair Price Centre in every Industrial Estate by SIDCO in partnership with NSIC, collect monthly needs from MSME unit holders, procure in bulk from manufacturers directly and distribute to them at one price for 6 months in smaller quantities – with a credit of 30 days under arrangement with TIIC to registered units situated in the government industrial estate,’ he said.
On access to manpower, he said, ‘Like medical education having final six months as a house surgeon with stipend – can we introduce a six-month stipend supported ‘on the job training’ for fresh graduates from TN in MSME situated in TN?’
He also said, ‘Tamilnadu may allocate 25 per cent of all procurement by State government and undertakings upto Rs 5 crore from micro enterprises situated and registered in TN. This will create huge opportunity for those unable to tap market demand reduction and higher capacity utilisation and higher GST collection for the State.’
