Balanced approach

The Supreme Court’s decision not to impose a complete ban on firecrackers, while also refusing to permit their unrestricted use throughout the day, reflects the difficult balance between cultural traditions and concerns over pollution and public health. The court has indicated that fireworks should be permitted only during specified hours, recognising both public sentiment and the impact of noise and emissions on children, the elderly, the sick and other living beings.
The issue, however, cannot be reduced to a choice between a total ban and unrestricted bursting of crackers. The quality of fireworks, their noise and emission levels, compliance with safety standards and effective enforcement are equally important. The Centre has proposed limited relaxation for specified next-generation joined green crackers developed with CSIR-NEERI, subject to licensing, emission and noise requirements. The court is also set to consider the issue of barium in firecrackers on October 15.
Ultimately, a court-prescribed window can work only if it is backed by responsible enforcement and public cooperation. Authorities must ensure that permitted crackers meet the prescribed standards and that violations are dealt with consistently, while people must recognise that celebrating a festival need not come at the cost of another person’s health or peace. A sensible and enforceable framework, rather than either extreme, is what can make festive celebrations both meaningful and responsible.
