O. Panneerselvam (2001–2002, 2014–2015, 2016–2017)

O. Panneerselvam served as the Chief Minister of Tamil Nadu three times, primarily as a caretaker leader during periods when J. Jayalalithaa was unable to hold office due to legal issues. Born on January 14, 1951, in Periyakulam, he began his political career through local governance and gradually rose within the ranks of the All India Anna Dravida Munnetra Kazhagam. Before entering state-level politics, he served as a municipal chairman and built his reputation as a loyal and dependable party leader.
He first became Chief Minister in 2001 when Jayalalithaa was disqualified from holding office following a court ruling. He again assumed the position in 2014 and later in 2016 under similar circumstances when Jayalalithaa temporarily stepped down due to legal challenges. During these periods, Panneerselvam was widely viewed as a trusted loyalist who ensured that the administration continued to function smoothly while maintaining the policies and programmes initiated by Jayalalithaa.
His tenure largely focused on implementing ongoing welfare schemes and ensuring administrative stability during politically sensitive periods. Rather than introducing major new policy directions, his leadership was characterized by continuity in governance, maintaining existing development programmes, and preserving political stability within the government.
Following the death of Jayalalithaa in 2016, internal power struggles emerged within the AIADMK regarding the party’s leadership. Although Panneerselvam initially challenged the party leadership and attempted to consolidate his own faction, he was unable to establish a lasting majority within the party structure. The internal divisions weakened his political influence within the organization.
In later years, his political trajectory shifted further. In the lead-up to the 2024 Indian general election, Panneerselvam aligned himself with the National Democratic Alliance after distancing from the main AIADMK leadership. Subsequently, he moved into the Dravida Munnetra Kazhagam, reflecting the complex and evolving nature of political alliances in Tamil Nadu.
Despite the shifts in his political affiliations, O. Panneerselvam remains a notable figure in the state’s political history, particularly remembered for his role as a transitional leader who held the office of Chief Minister during some of the most politically sensitive moments in Tamil Nadu’s recent political history.
