Five Capitals for Tamil Nadu? From MGR to Seeman, Idea Sparks Fresh Debate

The proposal to create multiple capitals for Tamil Nadu has once again entered public discussion, reviving an idea that dates back to the time of M. G. Ramachandran and finding renewed political voice in Seeman. While the concept is being projected as a way to decentralise governance, questions over its practicality continue to dominate the debate.
The origins of the idea can be traced to the tenure of MGR, who had explored administrative decentralisation to reduce the burden on Chennai and improve governance across regions. The aim was to ensure that development was not concentrated in one city but spread more evenly across the state. Though the plan never took concrete shape, it laid the foundation for future discussions.
In recent years, Seeman has revived the concept with a more ambitious proposal — the creation of five capitals in Tamil Nadu. His vision includes distributing key functions of governance across major cities such as Coimbatore, Madurai, Tiruchirappalli and Kanniyakumari, alongside Chennai. Each city, under this model, would serve a specific administrative, judicial, or economic role.
Supporters of the proposal argue that such a system could ease pressure on Chennai, which has long functioned as the state’s political, administrative and economic hub. They believe decentralisation could lead to balanced regional growth, improved infrastructure in other cities, and better access to government services for people living in distant districts.
However, critics caution that the proposal comes with significant challenges. Establishing multiple capitals would require massive financial investment in infrastructure, including government buildings, housing and connectivity. There are also concerns about coordination between departments spread across different cities, which could slow down decision-making and increase administrative complexity.
Experts further point out that Tamil Nadu already enjoys relatively balanced development compared to several other states, raising doubts about whether such a drastic restructuring is necessary. They warn that the duplication of resources and logistical hurdles could outweigh the potential benefits.
Despite the ongoing debate, the multi-capital proposal remains largely theoretical. No government has taken concrete steps to implement it, and it continues to be discussed more as a political vision than an immediate policy plan.
