Timely & Necessary 

The decision to constitute a fresh committee headed by a retired judge to examine the demand for enhancing Tamil Nadu’s 7.5% internal reservation for government school students is both timely and necessary.

The decision to constitute a fresh committee headed by a retired judge to examine the demand for enhancing Tamil Nadu’s 7.5% internal reservation for government school students is both timely and necessary. The quota was introduced to correct a structural disadvantage faced by students from government schools, who compete with students benefiting from vastly different educational and social environments. A policy created to improve access to medical education cannot be treated as permanently adequate merely because it has existed for a few years.

The Justice Kalaiarasan Committee’s recommendation that the quota be reviewed every five years provides a sound framework for evidence-based policymaking. The new panel must therefore go beyond merely examining whether the 7.5% quota should be raised. It should assess how many government-school students have benefited, their representation in medical colleges, the socio-economic profile of beneficiaries and whether the existing percentage adequately reflects the continuing disparity. The review must be transparent, data-driven and free from political calculations.

Ultimately, the question is not whether the quota is politically convenient, but whether it remains socially sufficient. If the evidence demonstrates that government-school students continue to be under-represented despite the existing 7.5% provision, the government should have the courage to enhance it. Reservation is not an end in itself; it is an instrument to create a more level playing field. A committee should not become another exercise in postponement—the government must be prepared to act decisively on its recommendations.
