Amit Shah’s call for an early resolution of water disputes among the southern states through dialogue comes at a critical juncture, particularly with the Cauvery water-sharing issue and the Mekedatu project continuing to strain relations between Tamil Nadu and Karnataka. Water is not merely a political or administrative issue in the South; it directly affects farmers, livelihoods, drinking water security and the region’s economic future. Any attempt to resolve such disputes must therefore move beyond political rhetoric and focus on sustainable, mutually acceptable solutions.

The Zonal Council can play a useful role if it is allowed to function as a genuine forum for negotiation rather than merely a platform for recording disagreements. Shah’s reference to the resolution of 1,445 of 1,869 issues since 2014 demonstrates that sustained institutional dialogue can produce results. However, water disputes are far more sensitive than routine inter-state issues. Tamil Nadu’s concerns over its established Cauvery water rights and Karnataka’s demands for meeting the needs of its growing population must both be addressed within the legal and institutional framework governing the river.

The Centre must now match its call for dialogue with sustained political engagement and impartial facilitation. Neither confrontation nor unilateral projects can provide a lasting solution to the South’s water challenges. The Cauvery should become a test case for cooperative federalism, with Tamil Nadu and Karnataka encouraged to negotiate in good faith while respecting existing legal decisions. If the Zonal Council can help turn competing claims into constructive dialogue, it could prove that federal cooperation is not merely a constitutional ideal but a practical necessity for the future of southern India.
