Terror handlers adopt new digital tactics in J&K

Srinagar, Aug 31:

Security agencies have detected a new communication tactic allegedly being used by terror handlers in Jammu and Kashmir, involving pornography websites, encrypted applications and Tor-based services to communicate with recruits while attempting to evade conventional surveillance.

Officials said the discovery followed earlier investigations into the use of online gaming platforms by terror networks.

According to security agencies, terror outfits and their handlers linked to Pakistan’s intelligence establishment are increasingly exploring less conspicuous digital platforms to establish contact with recruits in Jammu and Kashmir.

Some pornography websites reportedly provide real-time chat facilities designed for users seeking connections with people nearby. Officials said these facilities were allegedly being exploited to exchange messages and coordinate activities.

Investigators are also examining specialised encrypted platforms and services operating through the Tor network.

Tor-based systems route internet traffic through multiple encrypted nodes, making it more difficult for investigators to identify the origin and destination of communications.

Security agencies are scrutinising applications such as Coatex and Conion as part of their investigation into the emerging communication networks.

Other privacy-focused applications and anonymous platforms are also reportedly under the scanner.

Officials said some of these services offer features such as end-to-end encryption, disappearing messages and registration without conventional phone numbers or email addresses.

Some platforms can also function on relatively slow 2G and EDGE networks, potentially making them useful in areas with limited connectivity.

Investigators said terror networks were moving away from mainstream communication platforms as security agencies strengthened surveillance and monitoring of conventional social media and messaging services.

The agencies are now attempting to identify these “off-grid” communication channels and develop methods to detect and intercept suspicious activity.

The investigation also includes the alleged use of virtual SIM numbers, which can be generated through overseas service providers and leave fewer conventional traces.

Security agencies had previously highlighted the use of virtual SIM cards during investigations into the 2019 Pulwama terror attack.

Officials said terror groups were continually adapting their digital methods and that agencies were accordingly expanding their cyber-surveillance capabilities.

The latest findings underscore the growing importance of monitoring encrypted and anonymous digital platforms in counter-terror investigations while distinguishing legitimate privacy and communication uses from criminal exploitation.
