A new report by CUTS International highlights the urgent need for a harmonised, evidence-based regulatory framework for bike taxis in India. Titled “Harmonising Bike Taxi Regulations in India,” the report was launched in New Delhi by Gopal Krishna Agarwal and emphasizes the importance of consistent policies to support commuters, gig workers, and mobility platforms.
The study notes that bike taxis have become a crucial part of India’s urban transport system, offering affordable first- and last-mile connectivity. With fares significantly lower than autos and cabs, they provide accessible travel options while also creating flexible livelihood opportunities for thousands of workers. However, varying state regulations—from approvals to restrictions—have created uncertainty across the sector.
The report recommends moving away from blanket bans and adopting structured regulations aligned with the Motor Vehicles framework. It also calls for uniform safety standards, insurance coverage, and transparent pricing mechanisms, while suggesting that EV adoption should be phased and incentive-driven rather than mandatory.
Overall, the findings stress that a balanced and unified policy approach can boost innovation, protect livelihoods, and strengthen India’s evolving urban mobility ecosystem.
