The Supreme Court’s insistence that reforms in the National Testing Agency (NTA) must be institutionalised is both timely and necessary. Competitive examinations such as NEET determine the future of millions of young people, and there can be no room for recurring lapses in examination security, data protection or administration. The court’s observation that a systemic problem cannot be solved merely by producing recommendations on paper goes to the heart of the issue.

The recommendations of the Radhakrishnan Committee and the Nandan Nilekani-led task force must therefore translate into permanent institutional mechanisms rather than temporary responses to individual crises. The NTA needs robust technology, adequate manpower, secure data systems and clearly defined accountability at every stage of the examination process. Most importantly, reforms should not be activated only after a paper leak or other controversy; they must operate continuously, with independent monitoring and regular audits.

For students and parents, the credibility of an entrance examination is as important as the examination itself. A single leak or administrative failure can undo years of preparation and create deep distrust in the system. The Centre must treat the Supreme Court’s direction as an opportunity to rebuild confidence in the NTA through transparency, accountability and technology-driven safeguards. India’s examination system needs not just new rules, but institutions capable of ensuring that those rules are implemented consistently.
