In a significant move to address the growing concern over heatwaves that have been claiming lives in Tamil Nadu, the State government has officially declared heatwaves as a disaster. This declaration comes with a provision for families of heatwave victims to receive a relief amount of Rs 4 lakh.According to the Gazette notification issued by the Revenue and Disaster Management Department, heatwaves pose a severe threat, particularly to vulnerable populations such as the elderly, children, and individuals with pre-existing medical conditions. These groups are particularly at risk, especially those working outdoors during the sweltering summer months.
Tamil Nadu’s geographical conditions contribute to the severity of heatwaves. The state boasts a long coastline where humidity peaks in summer, exacerbating the impact of high temperatures. Additionally, cities such as Madurai, Tiruchy, Vellore, Namakkal, Dindigul, and Krishnagiri feature barren rocky hillocks that absorb and reflect heat even during the night, compounding the discomfort.
The notification highlights that urban areas are especially at risk due to higher population densities and the urban heat island effect. This phenomenon occurs when concrete structures, vehicles, and air conditioning units contribute to elevated temperatures, making urban environments significantly warmer than their rural counterparts. The accumulation of heat in these areas can lead to adverse health outcomes for residents.
Importantly, the declaration of heatwaves as a disaster is crucial for enabling the State to provide relief to those affected. Without such a notification, it would be challenging to allocate funds from the State Disaster Response Fund to assist the public impacted by heatwave conditions. The notification stated, “In view of the heatwave condition that prevailed over the State in April and May 2024 and its impact over the general public, it becomes necessary to notify a heatwave as a State specific disaster to provide relief to the people affected due to heatwave conditions.”
With the notification now in effect, families of those who succumb to heatwaves will be eligible to receive Rs 4 lakh in compensation. This amount will also extend to individuals involved in relief operations or preparedness activities, contingent on certification of the cause of death by the appropriate authorities.
The Tamil Nadu government’s declaration is a proactive step toward safeguarding public health and providing much-needed support to families affected by the dire consequences of extreme heat.
