Stalin urges Centre to withdraw UGC guidelines

In his letter, the Chief Minister expressed concerns that the proposed norms conflict with the educational policies and frameworks of individual states.

The key points of his letter are as follows:

Concerns Over Vice-Chancellor Selection Criteria
Stalin highlighted that the draft guidelines for appointing Vice-Chancellors (VCs) include criteria such as experience in industry, public administration, or policymaking. He stressed that while individuals from these fields may have leadership experience, the role of a VC demands deep academic expertise and a thorough understanding of higher education systems. He raised apprehensions that the proposed norms could pave the way for appointing individuals without adequate academic or administrative experience to lead universities.

Call for Revised Guidelines
The Chief Minister emphasized the need to prioritize candidates with experience in academia and university administration. He noted that state universities are entirely funded and managed by the respective state governments, which also establish their infrastructure. Hence, state governments’ involvement in the process of selecting VCs is crucial to ensure alignment with regional educational needs, local student requirements, and state-specific policies.

Impact on University Autonomy and Growth
The letter underlined that certain provisions in the draft guidelines pose a significant challenge to the autonomy, unity, and inclusive growth of state universities. Stalin urged the Ministry of Education to reconsider these provisions, withdraw the draft guidelines, and draft a more suitable framework that addresses the diverse higher education requirements across India.

Legislative Resolution in Tamil Nadu
Stalin mentioned that the Tamil Nadu Legislative Assembly passed a unanimous resolution on January 9, 2025, opposing the draft UGC norms, including those concerning VC appointments. A copy of this resolution has been sent to the Union Education Ministry for consideration and appropriate action.

Appeal for Immediate Action
Concluding the letter, the Chief Minister requested the Union Government to withdraw the draft guidelines immediately and ensure they are revised to reflect the needs of states like Tamil Nadu.
