New Delhi: The Union government has formally notified the updated Solid Waste Management (SWM) Rules, 2026, which will come into force on April 1, 2026, ushering in stricter norms aimed at improving waste segregation and disposal across India.Under the revised framework, four-stream segregation of solid waste at the point of generation will be mandatory, requiring waste to be sorted into wet waste, dry waste, sanitary waste and special care waste. This approach is intended to enhance recycling and reduce the burden on local bodies handling garbage.
A key focus of the new rules is accountability. Entities classified as bulk waste generators — including government departments, large commercial establishments, residential societies, institutions and public sector undertakings — must ensure that the waste they produce is collected, transported and processed in an environmentally sound manner.
The notification integrates circular economy principles and Extended Producer Responsibility (EPR), and introduces provisions for environmental compensation based on the “Polluter Pays” principle for non-compliance, such as improper waste handling or false reporting.
