In a move aimed at enhancing digital governance, the Greater Chennai Corporation has introduced a WhatsApp-based service enabling residents to apply for birth certificates without visiting government offices. The initiative is expected to simplify access to essential documents and reduce delays in processing.
According to Corporation Commissioner J. Kumaragurubaran, parents can send the required details to the designated WhatsApp number, following which the application will be verified. Once approved, the birth certificate will be generated automatically and delivered in PDF format to the applicant’s registered mobile number. The system eliminates the need for physical paperwork and multiple visits to civic offices.
The service is part of a broader digital push by the Tamil Nadu government in collaboration with WhatsApp to bring public services onto widely used mobile platforms. Spearheaded by the state’s Information Technology Department, the initiative seeks to make governance more accessible and user-friendly by integrating services into everyday communication tools.
Officials noted that, until now, obtaining birth or death certificates involved time-consuming procedures, including visits to hospitals, corporation offices, or e-service centres. With the introduction of the WhatsApp system, authorities expect faster turnaround times and improved public convenience.
As part of the programme, nearly 50 government services have been rolled out on WhatsApp. Arun Srinivas stated that citizens can also access revenue department services by sending a message to a dedicated number, upload supporting documents, and receive certificates digitally within a few days.
The initiative reflects the government’s “mobile-first governance” strategy, which focuses on delivering services through platforms already familiar to citizens. By leveraging the widespread use of smartphones and messaging apps, the state aims to reduce bureaucratic hurdles and improve efficiency in public service delivery.
However, experts have raised concerns regarding data privacy, cybersecurity, and digital accessibility. With sensitive personal information being shared online, ensuring secure handling and storage of data remains critical. There are also questions about inclusivity, particularly for elderly citizens and those without access to smartphones.
Despite these challenges, officials believe the WhatsApp-based governance model could serve as a template for other states if implemented effectively, marking a significant step forward in the digitisation of public services in Tamil Nadu.
