The Raj Bhavan issued a strong rebuttal to the ongoing claims that Tamil Nadu Governor R.N. Ravi has been deliberately delaying his assent to Bills passed by the Tamil Nadu Legislative Assembly. The statement categorically termed these allegations as unfounded and factually incorrect.
According to official Raj Bhavan data as of October 31, 2025, the Governor had granted assent to 81% of the Bills received, with a remarkable 95% of those assented within three months.
Out of 211 Bills received from September 18, 2021, to October 31, 2025, 170 Bills have been assented. Specifically, 73 Bills were approved within a week, 61 within a month, 27 within three months, and 9 after three months.
The Governor has reserved 13% of the Bills for the President’s consideration; notably, 60% of these reservations were made following recommendations from the State Government itself. Additionally, the Raj Bhavan clarified that eight Bills received in the last week of October remain under consideration.
The statement also addressed the contention over 10 Bills initially withheld by Governor Ravi. These Bills, after being passed again by the Assembly, were reserved for the President’s consideration as they were found to conflict with University Grants Commission (UGC) regulations under Parliamentary law, thus lying beyond the legislative competence of the State Assembly.
Raj Bhavan emphasized that the Governor examined each Bill with due diligence and acted strictly in accordance with constitutional provisions.
The Governor’s role was underscored as one performed with utmost sincerity, transparency, fairness, and without any political bias. Moreover, the Governor holds respect for Tamil Nadu’s people and actively supports cultural initiatives that promote Tamil heritage and welfare within the constitutional framework.
In response to delays in assent experienced earlier, the DMK government approached the Supreme Court. The apex court condoned the delay and ruled that those 10 Bills would be deemed to have received the Governor’s assent, after which they were notified as Acts in the Government Gazette.
