Taiwan is boosting its climate efforts, Environment Minister Peng Chi-ming said, aligning with global goals to limit warming to 1.5°C. He warned that Typhoons and flooding in summer 2025 exposed how seriously climate change affects Taiwan’s safety and development.Taiwan has submitted its 2035 Nationally Determined Contribution (NDC 3.0), clearly outlining its emissions targets and how it plans to reach net-zero by 2050. Regular greenhouse-gas inventory reports and transparency updates underline its commitment.
President Lai Ching-te’s National Project of Hope offers the roadmap: green energy, dual-track industrial change (digital + low-carbon), sustainable lifestyles, and inclusive governance. The government has set mid-term goals: a 28% emissions cut by 2030, then 32% by 2032, and 38% by 2035, compared with 2005 levels.
The Comprehensive Carbon Reduction Action Plan includes 20 flagship strategies: ramping up solar and wind power, geothermal and hydropower, hydrogen fuels, energy storage, carbon capture, green buildings, and electric transport. The plan also builds in innovation, finance, carbon pricing, regulations, workforce training, and community engagement.
Peng highlighted that Taiwan’s NDC was developed through deep public consultation — including youth, indigenous communities, and civil society — ensuring it’s inclusive and fair.
Taiwan launched a carbon fee system (about US$10 per ton CO₂e) this year. It’s expected to cut 37 million tons of CO₂ by 2030. A future cap-and-trade market is planned to sit alongside the fee system, giving companies options and linking Taiwan to global carbon markets.
For adaptation, Taiwan has rolled out a National Climate Change Adaptation Action Plan. It covers water, infrastructure, health, agriculture, and biodiversity, among other areas. A new Heat Adaptation Strategy Alliance has been formed to build national resilience.
Ahead of COP30 in Brazil, Peng called on the international community to support Taiwan’s participation: “Net zero is a collective journey, and Taiwan is ready to contribute.”
